Can a bad/malevolent person ever be considered happy?

Can a bad/malevolent person ever be considered happy? I think that somebody who harms others and yet feels satisfied or happy cannot be considered that way because there are certain rules in a society and morals are objective (people shouldn't steal, kill, etc).
