Is my processor too hot?

Are there any jumpers or any thing on motherboard to prevent it.from automatically shutting it down if the processor over heats. I think the computer repair man cheated me this way instead of putting thermal paste on processor. My cpu temp is 89 when it runs only bios! Pentium dual core 2.8 ghz. He put cheap paste and did something to prevent autoshutdown. He put paste that is is used for tv ic's. I think. P.s $oory for my bad english.
