I replaced the thermal fuse in my 110 volt ac fan. Why does it run backwards even if I try swapping the wires?

My only thought is that you might have replaced the thermal fuse with a diode which would allow current flow in one direction thus affecting the direction of the fan. Try reversing the "fuse" and see if it changes direction.
